China is using the Beijing Winter Olympics to accelerate its efforts to improve the environment, but the capital city subject to a mixture of haze and smoke, known as “smog,” is still preparing for the worst as the opening ceremony approaches. Beijing has improved air quality since China won the hosting of the Games, but the Ministry of Ecology and Environment said winter smog risks remain “serious.”

Ministry spokesman Liu Youbin told reporters Thursday that contingency plans are in place. “When the time comes, Beijing and Hebei will be directed to adopt sensible environmental protection measures in accordance with the law,” he said.

But rumors that polluting heavy industries will be shut down starting January 1 “are not true,” he added.

In 2015, when China won the host, critics warned that the Winter Olympics could be overshadowed by harmful smog in a region dominated by heavy industries. Chinese President Xi Jinping subsequently vowed to hold “green” Games, and Hebei promised to “transform and upgrade” its industrial economy.

Since then, the country has planted thousands of hectares of trees in the capital and neighboring Hebei province, built large wind and solar farms, and relocated hundreds of enterprises.
